Proposals for AGM
As a follow-up to the Memo issued to Membership on September 10, we remind Membership on the process to recommend changes to the TBDMSA Rules of Play and Constitution.

With the Annual General Meeting (AGM) coming up on October 3rd at 7:00 pm at the Tottenham Legion, this is the time of the year when Membership can make recommendations to the Rules of Play and Constitution of the Tottenham Beeton District Minor Softball Association (TBDMSA).

If you are planning any rule change proposals, this is the preferred format with an example to forward to the attention of the President by Friday September 22nd at 5:00 pm

Our goal is to make an efficient meeting so no rule change will be discussed if it is not presented in writing before the meeting.  If the rule change is presented properly, discussion will be limited in time at the discretion of the Chair for the benefit of keeping the meeting moving forward.

A copy of all of the Rule Change Proposals will be made available on the TBDMSA website (www.tbdmsa.ca) ahead of the meeting so people can prepare.  The Rule Change Proposals will also be available at the AGM.

FORMAT:

·         Send via e-mail within the body of the e-mail and/or by MS Word to [email protected] by Friday September 22nd at 5:00 pm.

·         Step 1: Define the Current Rule

·         Step 2: Provide a brief explanation for the rationale behind your proposal.

·         Step 3: Provide an exact written proposal on what you think the rule change should be.

Example of a Proposed Rule Change

CURRENT RULE:

Rule 29 – Dead Ball

T-Ball U5

a)       Play is complete and time is called when an infielder that is in front of the runner or the player in the pitcher’s position is in control of the ball and holds it in the air.  In that case, runners shall be awarded the base to which they were advancing when time was called.  For example, a defending outfielder simply holding up the ball will not stop the play.

a)       If a ball is thrown by the fielding team hits a runner, that runner is not out and the ball is still in play.

U7, U10, U14, U19

c)       Following a fairly hit ball, the advancing of runners is considered ‘over’ when the ball is returned to a player in the infield (inside the base baths).

d)      Runners may continue to the base they are heading to but the fielders may attempt to throw/tag the runner out. 

PURPOSE OF PROPOSAL:

To change U7, U10, U14, U19 definition to specifically define what position player has to receive the ball in order to declare a dead ball.  Ie. Pitcher

PROPOSED:

c)       Following a fairly hit ball, the advancing of runners is considered ‘over’ when the ball is returned to the Pitcher.
